About the Plan
The Tucker Summit Community Improvement District (TSCID) Freight Cluster Plan will provide detailed insight into the area’s current and future freight activity in order to address transportation planning, traffic operations and related planning. The Plan begins with a study of all modes of freight movement in the TSCID area to identify challenges and opportunities related to the transport of freight within the TSCID. Ultimately, the Plan will include a list of projects to address those challenges and opportunities; projects might include roadway, bridge and way-finding improvements. The Plan will also include a list of identified, recommended projects and policy changes to address those project needs. The Plan, which began in October 2019, is scheduled to be completed in October 2020. It is intended to identify a financially feasible short-term improvement list through the next five years and other needed projects as funds become available.
Who Is Involved?
The area of the Plan study is shown on the map below and will primarily focus within the boundaries of the TSCID along Mountain Industrial Boulevard, Hugh Howell Road (SR 236) and East Ponce de Leon Avenue.

Stakeholder Engagement
The Stakeholder Engagement Process will include multiple avenues of involvement.
- A Steering Committee composed of key individuals representing neighborhoods, businesses, agencies and organizations will provide historical, technical and policy information to the project team and will review study findings and recommendations.
- Stakeholder interviews will be conducted with freight transport providers and ancillary service providers (for example, warehouse and logistics managers, delivery drivers, etc.) to capture their experiences and identify challenges and opportunities for improving the movement of freight through the TSCID.
- The project team will conduct surveys online and during intercept opportunities (public spaces and events) to gather important information from the community at large about how freight transportation impacts their lives. The team will also ask the community to suggest locations where hard-copy surveys can be distributed.
- During the study, public open-house meetings will be held throughout the study area to allow members of the Tucker Summit CID community to receive information and give feedback on the FCP study’s process and the team’s draft project recommendations.
